The Educational Service Contracting (ESC) program, initiated by the Department of Education (DepEd), is designed to ease overcrowding in public junior high schools by utilizing available slots in accredited private junior high schools. Through this partnership, students who would typically attend public schools are granted ESC slots in private institutions, with subsidies known as ESC grants. These students are referred to as ESC grantees.
The Private Education Assistance Committee (PEAC), acting on behalf of DepEd, oversees the administration of both the ESC and Teacher Salary Subsidy (TSS) programs. PEAC also serves as the trustee of the Fund for Assistance to Private Education (FAPE), which was established to support private education in the country.
Junior high schools participating in the ESC program are required to deliver education that meets or surpasses DepEd’s minimum standards. Their responsibilities include orienting grantees and their parents about the ESC program, accurately encoding information into the ESC Information Management System (IMS), preparing billing statements, undergoing certification, and ensuring compliance with program guidelines.
Who is qualified to be an ESC grantee?
- Filipino citizen
- Elementary graduate from a DepEd public school or private school with DepEd permit/recognition
- ALS A&E passer of elementary level
- PEPT passer of Grade 6 level
- Incoming Grade 7 student
- Not an ESC recipient in previous school
- No new ESC grants are awarded at higher grade levels.
- Only entry point is Grade 7
What are the requirements for ESC application?

- Photocopy of Grade 6 Report Card or ALS Elementary Level Certificate of Program Completion or PEPT Certificate of Rating

Coverage
- Four (4) continuous years from Grade 7 – Grade 10
Amount of the Grant
Conditions of the Grant
- The ESC grant starts at Grade 7 and covers four years of JHS, to Grade 10.
- No required maintaining grade, you just need to be promoted to the next grade level.
- The grant will be terminated if a grantee does any of the following:
−Fails to be promoted to the next grade level
−Drops out for non-health reasons in the middle of the school year
−Does not reenroll the following school year
−Transfers to a non-ESC-participating school
−Is suspended for more than two (2) weeks, dismissed or expelled by the ESC-participating JHS for disciplinary reasons -
Grantees who drop out due to prolonged illness, accident, force majeure, or death of a parent or guardian may be reinstated in the ESC program, provided they submit relevant documents to the PEAC NS.

Only transfers to another ESC-participating JHS are allowed. In cases when the applicable subsidy amount of the releasing JHS is different from that of the accepting JHS, the accepting JHS will be paid the lower of the two applicable subsidy amounts.
How to apply for ESC?
Students who wish to apply for the incoming school year need to wait for the announcement of the opening of application period. Announcements may be posted through the school’s social media accounts and through this website. Depending on the policy approved by the Department of Education, the application and selection of ESC grants may be done digitally through an ESC application portal. In any case, learners are encouraged to secure all the required documents 30 days before the opening of classes for a more sealess application process.
